Leaking Oil Well Rocked By Massive Explosion

So they capped the leaking oil well in the end. What about the other one? Not so much.

Back before the summer break, we’d just had the eruption of the “microparties”, and Nicolas Sarkozy had discovered that it was suddenly imperative to lock up gypsies. Everyone knew very well that the scandal would take the summer off, getting out of Paris to the sea as if it was itself a character in the story. And now, it’s back. There’s been a certain amount of fallout about the Roma, by the way; this week’s leak reveals that Brice Hortefeux’s original circular to all prefects did indeed mention them by name as an ethnic group, which isn’t meant to be something that the Republic believes in. In fact, that’s precisely what Immigration Minister Eric Besson has been saying in public – so he’s been left to protest that he didn’t get the e-mail.

This is, however, now a side issue, one with the passing summer, even though the European Commission is officially displeased. As August came to an end, a few new tarballs began to wash up on the beaches. Eric Woerth turned out to have intervened to get Patrice de Maistre, Liliane Bettencourt’s financial adviser and his wife’s employer, a Légion d’Honneur. He’d initially denied this. Then, Le Canard Enchainé ran a slightly gnomic story mentioning that one David Sénat, an official on Justice Minister Michéle Alliot-Marie’s staff, had been forced to resign.

The significance of this has just become more obvious than it perhaps was.

Le Monde opened this week by announcing on the front page that the newspaper was about to bring criminal charges alleging that persons unknown had been spying on communications between one of its reporters and a source. Communications between journalists and their sources are legally privileged in France under a measure introduced by Nicolas Sarkozy. The source, it turns out, is none other than David Sénat, and in practice, the persons unknown can only have been agents of the state.

Wham! It’s a gusher!

The UMP, through its general secretary Xavier Bertrand, responded immediately:

Pourquoi un journal comme Le Monde se permet d’accuser sans preuve, pourquoi une telle agressivité du journal Le Monde?

He also blamed the Socialists and the Communists and claimed there was no proof of anything in the story. This may not have been the best decision ever, as within the day, the Director General of the National Police confirmed in an interview with the same newspaper that the DCRI – Central Directorate of Internal Intelligence, the reorganised counter-intelligence agency – had indeed carried out an investigation into leaks to the press in which they had monitored Sénat’s office phone. To sum up: Le Monde alleged that the DCRI had been ordered to find out who was communicating with the press, had “examined” Sénat’s phone, had demanded communications data from a mobile operator, and had identified Sénat. Bertrand denied all this.

The DGPN Director then confirmed that the DCRI had been ordered to find out who was communicating with the press, had examined the phone, had demanded data from the operator, and had identified Sénat. Xavier Bertrand would therefore appear to be in a certain amount of trouble.

The only difference in their accounts is that the DGPN Director denies that they intercepted Sénat’s phone calls, only that they retrieved the call-detail records showing who he had been telephoning, when, and for how long (and also possibly from where and under which billing codes). He seems to be relying on this distinction to claim that this exercise was legal. Le Monde‘s sources, whose PGP keys are presumably getting a workout, claim that they also obtained geolocation data.

Keen and agile minds will recall that this is precisely the argument the US National Security Agency asserted in the case of STELLAR WIND, its mammoth and illegal Bush-era surveillance operation which also relied on the analysis of CDRs rather than on the interception of calls. It is a telecomms industry truth that the real business is all about signalling and billing and operations support – telephony itself is a relatively small part of the machine. This is never more true than in surveillance cases.

It does not seem to be the strongest argument ever that journalistic sources are protected as to the content of their communications but not as to the fact of being a source, but that’s a matter for the courts. The police have also claimed that they ran the idea by the national commission for the supervision of surveillance, which unfortunately denies this as well, and it seems to be confirmed that the leaks in question were ones about the Woerth-Bettencourt affair.

Who is David Sénat, anyway? A judge by training, he’s been working for MAM for years, at the ministries of Defence, the Interior, and now Justice, and also in her capacity as head of the RPR in its shadow existence as part of the UMP.

MAM considered running for president in 2007, during the period when it appeared that the traditional Gaullist wing of politics and the circle around Jacques Chirac might stand a spoiler candidate to derail the Sarkozy campaign. Not surprisingly, she’s considered much more of a conservative conservative than Sarko, and a potential future presidential candidate. Even her microparty seems designed to contrast with either Sarko’s Rolex-and-yacht look or the IT-director professionalism of someone like Francois Fillon – it’s called Le Chêne, The Oak. Feel the Burkean traditions on that. So the fact that…someone…called the spooks on her office implies a certain tension, to say the least.

Meanwhile, the “someone”? Who he? Well, the President did have the DCRI investigate the source of rumours about his wife. So he’s got form for making use of the intelligence services personally. She’s in the news as well, by the way:

..avoids charity work, held up filming on Woody Allen’s Midnight in Paris, and had three former lovers as houseguests when Nicolas Sarkozy first visited her Mediterranean villa.

Who was it who said that the cavalry lent tone to what would otherwise be a vulgar brawl?

Anyway, it’s hard to overstate and understate the importance of this story. Imagine if the Bush administration had been spying on the New York Times‘s phone calls to, say, Valerie Plame – not perhaps the biggest leap of fantasy ever undertaken – and the Times both detected this somehow, and called the FBI to 1600 Pennsylvania Avenue, under a source-protection law introduced by the same administration. On the other hand, the weirder any political scandal gets, the greater the pressure to find some sort of amicable resolution. (See the quote above.) The system, after all, must preserve itself. But the exit strategy from here is very far from obvious.

Just What Is The Economist Up To In It’s Seeming Crusade Against Catalunya?

Well, this is certainly not the first time I have had cause to complain about the quality of the journalism and economic reporting served up over at the Economist, and I’m damn sure it won’t be the last. But this latest example of shoddy (I would almost even go so far as to use the word “gutter”) journalism certainly takes the biscuit. Catalunya, the august magazine informs its readers is the “Land of the Ban” – “First the burqa, now the bullfight. What will Catalonia outlaw next?” Evidently the author of the article is entitled to his opinion, but could it be that the long-standing practice of incorporating unsigned opinion pieces may now have lost its earlier justification, and may it not somehow have inadvertently converted itself into a rather cowardly way of expressing otherwise hard to justify opinions behind the safe shield of anonymity. Or would our author really like to show us that valour is, at least in this case, the better part of discretion, and enter the arena in persona in order to face the wrath of the Catalan bull?

Scenes from an internal devaluation

I’ve recently been in Budapest. The city was stinking hot and full of abandoned construction projects, and the Danube was over its banks, flooding the tramway tunnels beneath the approaches of the Chain Bridge, closing the roads on the riverside.

Walking the plank

There were a remarkable number of people sleeping in the streets, although at 35 degrees’ heat, you might have thought they were doing it by choice. Until the incredible assortment of biting insects sailing down the river got to you; I’m still scratching. There weren’t many more than in London or Leeds 15 years ago; in the integrated core of the Euro-Atlantic community, we arrange these things more efficiently. Thatcher never attained a one-year decline of 8% of GDP, which implies that the UK achieved a much greater return of misery per unit of economic recession.

On Erzsebet tel., there’s an abandoned tube station, brand new, empty. The huge stairwell into the ticket hall has been unofficially taken over and used as a nightclub; it’s invisible from street level. I suppose it’s the Big Society, but this doesn’t work as well for cardiac surgery as it does for hipsterism.

Sudden stop

All over there are monuments to the era of EU enlargement and forex loans; huge, crystalline investment ruins in the city centre, shockingly cheap mall developments in the airport suburbs. I stay in the Kempinski, a postmodernist battleship of Zizek’s Happy 90s decorated to please a German privatisation consultant. It’s the architecture of plunk!, not relieved by the cod-jugendstil detailing on the roofline God knows how far above the street, and it has a giant circular glass atrium that renders everything under it intolerably hot.

It’s just possible to make out the outlines of the hopeful era of revolution and accession; you can just about see it, if you screw your eyes up. Back then, the privatisations and shutdowns were justified with the better times to come. And now? The dead malls are often next door to the equivalent buildings of the Communist attempt at a consumer society. There are a lot of people visibly working the streets.

Supplying the rules

The Irish parliament is during today and tomorrow rushing through the legislation that allows the highly indebted country to make an apparently profitable loan to Greece as part of the Eurozone rescue package.  Here is the actual Irish legislation which is just one page; the main action is in the attached schedule which is the Intercreditor Agreement signed between the Eurozone countries excluding Greece that governs the overall loan.  Here’s a little irony –

This Agreement and any non-contractual obligations arising out of or in connection with it shall be governed by and shall be construed in accordance with English law.

Thus, as with the day-to-day operating language of the Eurozone, when it came time to need a legal architecture for an agreement among the countries, it is supplied by its most prominent non-member.  

The unsustainability feedback loop

From the outside looking in, someone trying to figure out exactly why Standard and Poor’s downgraded Greece and Spain — the former to below investment grade — has only the press releases to go on.  And from each, it seems clear that the downgrades are driven by the forecasts for GDP, nominal and real. 

GreeceUnder our revised assumptions (see below), we expect real GDP to be nearly flat over 2009-2016, while the level of nominal GDP may not regain the  2008 level until 2017.

SpainStandard & Poor’s credit analyst Marko Mrsnik said .. ”We now project that real GDP growth will average 0.7% annually in 2010-2016, versus our previous expectations of above 1% annually over this period.”  We have also revised our views on the GDP deflator, so that we now expect nominal GDP to regain the 2008 level by 2015; previously, we had assumed that nominal GDP would exceed the 2008 level in 2013.

the endless halls

Clegg spent many years in the endless halls of Brussels and Strasbourg, working for the European Commission and then as an MEP. A privileged environment that may have been, but above all a bourgeois one, and one whose elites were meritocratic and technocratic, not aristocratic. (Also deeply dull-sounding. The recollection that Geoff Hoon was an MEP before he entered parliament somehow makes that role seem almost devoid of any joy or life.) 

I used to work part time for an MEP and got to Brussels now and again. It was more fun than that. 

Thing is, they stack MEPs offices by party in Brussels, or used to. All the conservative parties were based on the first two floors. The European socialists were above them, and above them was where the fun started. 

My MEP’s office was directly beneath the Abode of the Liberals, and sometimes you couldn’t hear yourself think. There’d be shouting and odd cries and people running up and down corridors and the sound of heavy things being dragged to and fro. This would go on all day. I poked my head round the door once when I got the wrong floor on the lift and there were three men standing in a corridor staring intently into an open briefcase. One of them turned round, bared his teeth and hissed at me. The fascists used to complain about them. 

 But then the Euro-Liberals were an odd crew, libertarians in the continental style, with all the not quite coherence that implies: Dutch sex shop entrepreneurs sharing a caucus with really angry dentists from Stuttgart. And the Italian Radicals had to be seen to be believed. I suppose Clegg or someone like him spent a lot of his time going from place to place telling everyone to calm down and be reasonable. Or maybe he went native. Was it him being dragged down a corridor, or doing the dragging? I’m sure the Mail will get round to telling us.

Sunday UK Strategic Defence Review: Chapter 2

OK, so it’s time for another chapter of the Strategic Defence Review as a Blog.

Chapter 2 begins as follows:

The use of force as an option is becoming more complicated. It is likely to become more difficult to use force in the way in which we have used it in the last two decades.

This is of course code for Iraq. The Iraq experience is a considerable theme through the chapter.

Many of our assumptions about joint working and expeditionary capabilities have been validated. But experience has shown that our operations have developed in more complex ways than we envisaged. We have sometimes underestimated the intricacy of working in multi-national operations and with non-military actors

To put it another way: We were right to expect we wouldn’t spend all our time in Germany. Further, we had to talk to the RAF. But one particular operation turned out to be much more complicated and much more serious than we allowed ourselves to imagine.

Looking ahead, The Future Character of Conflict will grow more complex. We are likely to face a range of simultaneous threats and adversaries in challenging operating areas – such as fighting in urban areas against enemies concealed amongst civilians. We are also likely to be subject to greater scrutiny from the media and public, both in the UK and overseas. Communications is now a key component of any campaign.

That seems to be communications as in “strategic communications” – PR, in other words. Nothing to do with being Better Off With Map And Nokia. Snark aside, again, this is the experience of Iraq glaring through.

Technological development, especially in the fields of cyberspace and space, may further change our understanding of conflict. It is likely to be more difficult to maintain our technological edge over some adversaries, or to bring that edge to bear on others, with a profound effect on the way we operate.

Anything electronic is now cheap, and the big power monopoly of satellite reconnaissance is breaking down.

There follows a list of operations and arguments that tend to support the 1998 SDR and the later New Chapter. They do not include Iraq, and only mention Afghanistan in passing on the grounds that we got there logistically, until we get to this paragraph:

Special Forces have demonstrated their value across a broad spectrum of activity, from operating alongside our conventional forces in Iraq and Afghanistan to capacity-building with partners or hostage rescue.

However, when we get on to the “lessons learned”, we get this:

Our assumption that we could “go first, go fast and go home” has proved false. We believed that we could deploy our forces for the most difficult early intervention stage of a conflict, and leave the subsequent stabilisation and development tasks to partners. But we have not been able – or wished – to disengage as we had planned. We have therefore further improved our ability to sustain deployed forces, including, for example, through additional procurement of strategic lift.

I think this is important. Going first, going fast, and going home was very close to the early Rumsfeld view – airpower, strategic mobility, force protection, and an almost neurotic self-assertion towards allies. It’s rather what the European Council on Foreign Relations says here; Europe was meant to do the boring stuff. It reminds me of the old line about “America cooks and Europe washes up”. Well, if you never wash up, eventually you get typhoid. The reference to additional lift was the decision to lease, at vast cost, and eventually buy the RAF some C-17 transports – a sort of shadow of the concurrent procurement train crash around the Future Strategic Transport Aircraft.

The international and national policy and legal framework is having an increasing impact on our operations. Defence continues to make an important contribution to tackling terrorism overseas, following the lines set out in the SDR New Chapter in 2002. The role of Defence in working with other departments to tackle the drivers of terrorism, and to build security capacity, is crucial – although the scope for conducting overseas counterterrorism operations is narrower than envisaged in 2002.

Indeed – 2002, and the spirit of 2002, are a long time ago, and:

In many cases, our operations have developed in much more complex and dynamic ways than we envisaged and planned for, and we have not been able to adapt as rapidly as we would have liked.

Indeed.

In particular, in our focus on our geographical area of responsibility, for example in Basra, we may have placed insufficient emphasis on the multi-national operational level. In the later stages of operations in Iraq, the full integration of UK staff into US and coalition headquarters significantly improved the coordination of our contribution. We are taking that lesson forward in Afghanistan.

To put it another way: We thought we could ignore what was going on in Baghdad, Anbar, and Multinational Division South-Centre, and just crack on in Basra without rocking the boat. But it’s impossible to divide the problems of war, whether between land, sea, and air or between geographies within the same theatre. When they wanted war elsewhere, we opted out of the big decisions and lost the ability to say no effectively.

Our deployment of formed headquarters and formations for limited periods has not reflected the need for “campaign continuity”. We have now extended the tour lengths for key headquarters personnel and are looking at options that would ensure greater continuity throughout the headquarters. We are clear that we need to go further to produce better campaign continuity.

This was a problem for the Americans in Vietnam and also for the British Army in various counterinsurgencies. It’s probably common to all armies involved in a long war that isn’t utterly central to their worldview, because it’s driven by career structures. To be a general, you must have a general’s command, and why would you be a general if not to command? Further, what they usually command is a formation, and formations usually rotate. Ad-hoc geographical or functional commands are against the bureaucratic structures involved – perhaps it’s because of this that they are always necessary.

We have found it challenging to identify and rapidly implement lessons in doctrine. This is inherently difficult, but in some areas we have already moved a long way. The Army recently issued a new Counter-Insurgency Doctrine, and we now have a dedicated training facility for counter-insurgency in the UK.

Well, they’re right, really.

Often, innovation within the operation has minimised the adverse impact of these weaknesses. In our current operations, we have incorporated those insights into our strategic policy. Our Afghanistan/ Pakistan Strategy, and General McChrystal’s strategy, are based on a clear understanding of the challenges we face, a long-term vision founded on integrated political, development and military action and an overarching regional approach. Our Urgent Operational Requirements (UORs) procedures are delivering the equipment our forces need as the requirements evolve. The Government has approved over £5.5 billion of UORs in Afghanistan since the operation began.

To put it another way – we muddled through, sort of. The reference to UORs corroborates this – part of the reason why the armed forces don’t buy all they need through UORs is that they go around much of the procurement process, in order to be urgent. This means, of course, that they may end up paying more, or getting less. On the other hand, the very fact that they needed to raise £5.5 billion worth of them for Afghanistan – that’s as much as the carriers – suggests that the normal procurement process is dysfunctional.

What about the future? It’s likely to be:

* Contested – access and freedom of manoeuvre – even as we attempt to deploy into the regional theatre – will have to be fought for;
* Congested – we are likely to be unavoidably drawn into urban areas, the littoral and lower airspace;
* Cluttered – we will find it difficult to discriminate between a mass of ambiguous targets – friendly forces, other international actors such as non-governmental organisations or development agencies, media representatives, local civilians and our adversaries;
* Connected – key lines of communication, including critical military infrastructure, maritime chokepoints and computer networks, will be vulnerable to attack and disruption; and
* Constrained – legal and social changes will place additional limits on our actions.

This is true, but hardly original. This is a good book.

Our preferred way of warfare – concentrating force, bringing technology to bear and seeking rapid defeat of our adversaries – may not be as effective as it has been in the past.

Is that our preferred way of warfare? I think this might need a debate. It sounds a lot like a classic statement of the American way of war, which may be the problem. Of course, nobody wants to disperse force, fail to use technology to best advantage, and seek endless, inconclusive struggle – but if Rupert Smith is right and struggle tends to be endless and inconclusive, and technology less decisive than expected, perhaps this should have some bearing on our preferences.

And here comes the dread word: “cyber”.

Cyber Space, in particular, poses serious and complex challenges for UK security and for the Armed Forces’ operations. Our increasing dependence on cyber capabilities creates opportunities but also serious vulnerabilities. Cyber attacks are already an important element of the security environment and are growing in seriousness and frequency. The most sophisticated threat is from established and capable states but cyber eliminates the importance of distance, is low cost and is anonymous in nature, making it an important domain, not just for hostile states, but terrorists, and criminals alike. Cyber space is critical to much of our military effort here and overseas and to our national infrastructure.

Note that the most sophisticated threat comes from states – not the main or the most serious threat. Of course, if the feared attack involves an electron microscope or a quantum computer, a state is the most likely attacker. But it’s in the very nature of information security that the great overwhelming majority of threats come from a huge diversity of tiny actors, and they are just as capable of doing serious damage as anyone else.

Further, defence against these threats tends to be the same – basically, sensible network management. The good news here is that there is no talk of giant firewalls or of “cyberdeterrence” – just of sensible security precautions. Further, the realities of the threat environment are taken seriously. No Dr. Evil plots here, nor cold war fantasies, just a space rather like the sea. The upshot of this is that the UK has far greater interests in keeping the infrastructure up, working, and open to all than it could possibly have in disrupting it. Very like the sea. The White House appears also to be heading this way, as Kings of War points out.

The National Security Strategy also set out the increasing challenges we face in Space. The Armed Forces’ dependence on space has grown rapidly over recent years. Access to space-derived information is now critical to our ability to conduct operations. This makes us vulnerable. The development of offensive counter-space capabilities is a particular concern. But, given our reliance on assets we do not control, there is also a risk of loss of access in periods of high demand – such as during large-scale operations or in the event of a sudden reduction in existing capacity. A continued close relationship with the US underpins our access to space capabilities. But we intend to look closely at how we contribute to allied programmes or develop national capabilities.

This is probably the most significant paragraph in the chapter. After 1971, the UK hasn’t tried to maintain its own reconnaissance satellite capability, nor has it participated in multilateral projects. It is thought, although as with everything between the UK and the USA, it is not written down in anything subject to ratification, that there is an understanding that the USA would share its overhead imagery with the UK. We know that this was turned down at least once during the Falklands War.

Tellingly, during the Iraq war, European countries fell in three groups. Those who had their own imagery – France and Germany. They didn’t participate at all. Those who got such a capability after the spring of 2003 – Spain and Italy. They left early. Those who had nothing at all – everyone else, basically. The outlier is Turkey, which didn’t have such a capability (although they did have representatives at the EU Satellite Centre) but didn’t get involved. Then, the Turks probably had good human sources in Iraq. They’ve since ordered a high-resolution photographic satellite from Telespazio of Italy.

Exactly what the US chose to share with us out of the wealth of imagery its national technical means, as they say, produced remains one of the great questions about the UK’s involvement in Iraq.

Research and development investment in defence technology in emerging nations has been increasing significantly over the past decade. Some key equipment produced by these countries is already as capable as equivalent equipment produced by the UK and our key allies and partners.

Civil investment in research and development, both nationally and globally, is now much larger than equivalent defence spending. Much of this research is developing technology – for example in communications, materials or biomedical science – which could be used in a military or wider security context. But the Ministry of Defence and our international partners in defence can expect to have less visibility of and expertise in such cutting edge technology than we have had in the past.

Loss of our technological edge in significant areas of military capability would have a profound effect on the way we operate.

This is the Arduino question; the proliferation of what used to be technology confined to the superpowers, or as Phil Hunt put it, what happens when a Congolese workshop with a RepRap can make a surface to air missile? Arguably, the key point here is that there is nothing we can do about it except for getting more like that ourselves – which comes back to the procurement economy.

As Kings of War’s David Betz says, this is an argument for general-purpose forces more than anything else. He also quotes the Navy as follows:

* Firstly, what do you want to defend and what are the Standing Commitments for Defence?
* Secondly, we need to have a clear idea about what we as a country would aspire to do on our own.
* Third, where the UK is operating as a coalition member, how do we want to influence our partners?

Europe’s friend, George Bush

To anyone who wasn’t immersed in the finer details of the Treaty of Lisbon, January was a confusing month.  Lisbon was supposed to put an end to that rotating presidency of the European Union by establishing a permanent Council presidency headed by Herman Van Rompuy and a high representative for foreign policy, in which case Henry Kissinger’s famous question — if I want to phone Europe, who do I call? — seemed to have been reduced to a fairly small number of people.

AFOE’s trip on the Orient Express

How did we not blog this earlier? The Orient Express has made its last trip. In fact, this is one of those events that has happened and re-happened; the last train that actually made the trip from Paris to Istanbul/Sirkeci did it in 1977, and most people will now associate the name with the luxury London-Venice cruise train that Sea Containers set up in the 1980s. But the one we’re talking about is the one that actually had the title attached to the path in the railways’ working timetables.

By the finish, it only did Paris-Budapest and then only Paris-Vienna, which is fine but hardly the Orient. (Seat61 informs me that the through Paris-Budapest and Paris-Bucharest cars were dropped in June, 2001.) To do the full route, you had to make a connection in Budapest, which could be harder than you think as that city has almost as many conflicting major railway stations as London. Also, trains from the West frequently arrived at the Southern Station there, just as the late Orient Express used the Westbahnhof in Vienna.

I took the train in 2002, taking advantage of a rare moment of reduced poverty to visit my partner and her dad in Paris; Paul Theroux, who did the full Paris-Istanbul trek in 1974, remarked that it was indeed murder on the Orient Express. I wouldn’t be quite so harsh, although had you asked me on the outward trip I might have been. Showing up in good time at the station, I found the train, a gaggle of Hungarian rolling stock, lurking in a dark corner and immediately went to look for things to eat, drink, and read during the trip – it didn’t look promising. I had a bunk in a couchette; on the way there, I noticed the route card on the end of the carriage read “EN-262: Orient-Express” and cheered up somewhat. (In fact, I’ve still got the route card. The Austrian Federal Railway can sue me.)

Actually, that version of the Orient Express was hitched to the evening Vienna-Salzburg as far as Salzburg, so there was in fact a dining car and it made reasonable speed. The problems began when I tried to sleep; there was actually a cello in the compartment, and Americans kept getting on and off the train at every intermediate stop in Germany. Outside, in the corridor, there was a Balkanish type who wanted me to share his first-class sleeper. It was not a good night; after it was over, somewhere in the Champagne, a long announcement was made in French about all the good things that were available for breakfast from the steward. Then, the voice repeated this message in German. This is the exact text of the translation:

Paris. Ende station.

The reason why the service is being withdrawn is optimistic; the high-speed trains now go so far and so fast that you can get from London to Vienna in a day by rail (although, rather you than me – it leaves at 0827 and arrives at 2322 with connections in Brussels and Frankfurt, a long day’s train ride by anyone’s standards). And, of course, if they have power sockets, WLAN, and a rail to hang your jacket on, like the business sections on Swiss trains, you’ll be able to conspire just as much if not more.

Thinking about it, the experience wasn’t something that foretold the future, but rather a hangover from the recent past. Sleeping Car Guy, like the huge, filthy Südbahnhof in Vienna with its parallel network of long distance buses into the Balkans, was a leftover of immediate post-Cold War Europe – something of the spirit I tried to convey in this post.
