France and the Headscarf: Now the real fighting starts

Yesterday, the French National Assembly voted for a ban on “conspicuous religious symbols” in public schools by a majority of 494 in favour to 36 against. With the bill polling at 70% favourable among the French public, neither major political formation saw any gain in opposition.

Votes against came from several quarters. Alain Madelin – the sole serious Thatcherite in the French government – voted against, as did Christiane Taubira – the first black woman candidate for the French presidency and the first candidate from an overseas department. The biggest block to vote against came from the French Communist Party where 14 members voted against, 7 for, and 3 abstained. The Communists are the only party whose leadership has consistently opposed this law. Back in November the PCF leadership concluded that: “Nous sommes contre une loi qui, sous couvert de la?cit?, aurait comme cons?quence de stigmatiser une population.” We are against a law that, under the cover of secularism, would have as its consequence the stigmatisation of a population.

Normally, I would say that any bill that is opposed by both Alain Madelin and the PCF has to be a good idea. But this time, the fringe politicians are right, and the mainstream is wrong.

Book Review: “European Integration 1950-2003: Superstate or New Market Economy?”

Once upon a time, there was a large, intellectually hegemonic, somewhat totalising ideology rooted in a heterodox school of economics. Its advocates proposed to make massive changes to the structure of society and claimed that only such a revolutionary realignment could alleviate the contradictions and failures of the existing order and save the world from stagnation and misery. They claimed that their programme would produce immediate results, and that the only reason it wasn’t immediately implemented was because entrenched interests were manipulating the public against them.

Ultimately, advocates of these principles did gain power in many places and were able to implement elements of their programme. Some came to power through revolutions of various kinds that granted them the near-dictatorial powers they needed to make the changes they believed necessary. Others were able to convince electorates and even elites that theirs was the way of the future. They turned public dissatisfaction to their advantage, especially during economic downturns when people were willing to turn to new solutions and elites feared that the masses would turn against them.

And, they had some arguable successes, but no unambiguous ones. In some places, particularly those where effectively unlimited power had shifted to them, they often maintained highly inequitable regimes which grew harder and harder to justify, faced ever growing public disaffection, and turned to more oppressive and manipulative means to sustain control. This undermined their movement, but despite the best efforts of their enemies was not quite able to kill it off.

In states where more democratic methods had been used, the need to compromise with established interests and to sustain public consent forced them to accept measures often contrary to their initial programme. Their ideological identity tended to shift over time as winning elections grew more important than ideological purity and as the drawbacks of real power became apparent. Actually being held responsible for results forced many members of this tradition to accept their enemies’ interests as at least partially legitimate, and compelled them to less radical legislative programmes.

In some of those nations, these radical parties became increasingly manipulative and difficult to distinguish from their former enemies. But, in a few places, the necessary dilution of their programme brought about an ideological synthesis that appeared successful, and this success in turn showed that the radical programmes they had once advocated were perhaps unnecessary. In the end, ideology had no real hold on them, and the models and methods that seemed to work became the political and economic programme that they were identified with. Their former allies who operated more dictatorial regimes were easily repudiated.

But others were unable to accept that option. They included dissidents who had been burned by the growing authoritarianism of their own failed revolutions, or who were simply unable to accept that their early ideological purity had become superfluous. They were isolated and powerless, only able to function in the states where their former allies had become moderates, leaving them without meaningful public support. They fumed at the world’s unwillingness to go the way they wanted, and increasingly recast the history of the world in terms of their own ideological predispositions. The past became, in their minds, an unending conflict between an ideologically pure vanguard and scheming established interests, a story of their courageous champions betrayed by back-sliding traitors. Ultimately, the world moved on and these radicals virtually disappeared outside of intellectually protected milieux like privately-funded think tanks and universities.

Of course, by the now the astute reader will have recognised that I am talking about the history of neoliberalism.

I don’t suppose anybody’s watching ARTE tonight?

ARTE – a sort of Franco-German cooperative education channel – has been talking about the headscarf debate tonight. It’s a bit weird to watch. First, they showed a documentary about a school in Germany with a large Muslim community. Clearly, it was a relatively poor neighbourhood. The bulk of the documentary seemed dedicated to listening to teachers complain about the extra-workload all these students involve – language problems, parents forbidding their daughters to take swimming lesson, or requiring them to wear swimsuits that aren’t quite the same as the others. For a big chunk of it, we saw the teachers trying to organise a school trip to Berlin when the parents didn’t understand that the boys and girls would be staying entirely apart and would be chaperoned at all times or that they could request that the fee be waived if they were poor.

The teachers seemed to be mostly annoyed that the parents weren’t behaving the way they expected. Frankly, it looked to me like a normal day in the Montreal school system. I wasn’t really impressed by the complaining.

Then, they interviewed an imam of a fairly conservative mosque who pronounced on this and that for them, and pointed out that they could be more Muslim in Germany than in Turkey. But the parents they talked to seemed a lot less motivated by religion than a simple Archie-Bunkeresque sort of traditionalism. In one case, the father of a girl who wasn’t allowed to go on this field trip explained that he was a mostly secular second generation Turkish German and that it was the mother – a recent immigrant from Turkey – who insisted on this relative conservativism.

The headscarf: Radical Islam’s greatest secret weapon

When I first came to Belgium, one of the things that genuinely surprised me is how people seem to think Buffy, the Vampire Slayer is a children’s programme. Admittedly, the title doesn’t exactly say “socially relevant drama”, but I doubt that the show’s success on American TV would have been possible without the age 24-55 market. Eventually, I started asking people what it was about the programme that made them come to that conclusion.

In most cases, people never really got past the name. Fantasy on the continent seems to be a very different animal than in the US. For example, when I suggested that Buffy is no more fantasy than Le Fabuleux destin d’Am?lie Poulain, I was greeted with shock. No, no – I was told – Am?lie is magical. The Paris it is set in – the clean one, without the graffitti and street crime – is fictional, of course, and the plot is certainly not realist, but that doesn’t mean it belongs in the same category as vampires.

In a lot of cases, the real problem was linguistic. Buffy in French sounds very childish, spouting verlan and action movie clichés. The wit and prose skill of the original writers is completely lost, and even if you watch it in English on Flemish TV or the Beeb, I guess non-native speakers just don’t get it.

But I had one answer that surprised me. One person thought it belonged in the same category of American TV as Beverly Hills 90210. Why? Because of the clothes Buffy wears. No school would ever let a girl dress like that to class. I had to explain that in California, Buffy’s clothes aren’t even close to excessive.

The Belgian school system places some demands on students that American schools don’t. Personally, I don’t have a real problem with the imposition of a reasonable dress code in school. It is, if anything, one of life’s most minor injustices. Besides, I remember what it felt like to wear clothes from K-mart at a school where designer jeans were de rigueur.

However, I have some problems with this:

Il s’agit de d?fendre la libert? de conscience et la compatibilit? des libert?s dans l’espace public, ce qui implique un certain nombre de r?serves au sein de l’administration et ? l’?cole. L’?cole doit ?tre le lieu de l’apprentissage d’une conscience critique et de la promotion de valeurs universelles, ajoute-t-il.

Pour Anne-Marie Lizin, ?le voile, c’est la pression sur l’individu au nom d’une religion ?. La s?natrice de Huy estime qu’il est urgent de l?gif?rer au nom de l’?galit? homme-femme et pour soutenir le combat des femmes musulmanes dans chaque pays o? elles disent ?non? ? l’inf?riorit?.

L’initiative des deux parlementaires se fait en toute autonomie. Tant au PS qu’au MR, on ne se prononce pas pour l’interdiction du port du voile ? l’?cole. Le pr?sident du PS Elio Di Rupo a m?me estim? qu’il n’?tait pas opportun de d?battre de cette question en p?riode pr??lectorale. Mais pour Alain Destexhe, ?ne pas en discuter en p?riode ?lectorale revient justement ? alimenter le poujadisme et le vote d’extr?me droite?.

The Tainted Source

Book Review:
The Tainted Source

A while back, I discovered that my great-grandfather’s estate in Ukraine, Apanlee, figures in a novel which is something of a favourite among neo-Nazis and Aryan supremacists. This led me to a number of websites that I wouldn’t regularly have frequented, including the Zundelsite and Stormfront’s webpage. There I found something genuinely intriguing: A new historical justification for anti-Semitism. They point to a book written back in the 70′s by Arthur Koestler called The Thirteenth Tribe. Koestler – himself Jewish – makes a case that Eastern European Jews originated in the somewhat mysterious medieval state of Khazar, located in part of what is now Russia. He puts forward evidence that many people in this multi-religious Turkic nation converted to Judaism, and that after the disappearance of the Khazar state these people remained Jewish and formed the core of the Eastern European Jewish population.

It is an interesting idea from a historiographic perspective. Others have taken up Koestler’s case since then. I am not a scholar of Jewish history and I make no claims as to the status or veracity of the Khazar hypothesis. What I found fascinating, in a sick sort of way, was how easily radical anti-Semitic movements in the Anglo-Saxon world manage to incorporate this notion into their worldview. For them, this leads them to the conclusion that the Jews aren’t really Jews, and therefore none of the Biblical status given to Jews applies to them. Modern Jews are, in their minds, merely a Turkic tribe that converted to the false Judaism that killed Jesus, and the real Jews were expelled into Europe by the Romans, becoming the Anglo-Saxon people.

It should go without saying that I find this latter hypothesis to be, to say the least, deeply suspect. In fact, laughable would be a better adjective to describe my opinion of it. I bring this up however, because the kind of thinking that motivates this radical reinterpretation of Jewish and Germanic history also motivates a book I have just read: The Tainted Source. Unfortunately, my finances restrict my ability to purchase books for review, and I have not yet had the gumption to write to publishers to ask for a reviewer’s copy. So, the books on Europe that I read tend to come from the discount rack, where many Euroskeptics seem to end up.

Just as Aryan nationalist justify their anti-Semitism by claiming that Jews aren’t really Jewish because of (in their minds) tainted origins, Laughland’s case against Europe is built atop the idea that Europeanism’s roots are tainted.

A note for people looking for my other blog

I’ve moved it to pedantry.fistfulofeuros.net. I’m putting this note here because, unfortunately, you can’t get to that URL because DNS to it has been cut off for a few hours. This is the third time our ISP has done this in a week – propagate DNS for a subdomain and then cancel it – and it is completely their fault. As a result, nothing will be posted to it until I’m able to get someone at Verve to fix it. However, due to the holidays, that will probably not be terribly soon.

In the mean time, have a merry Christmas, a happy Hanukkah, a cool Kwanzaa and a solemn winter solistice.

Update: Well, Verve’s tech support was prompt and at the phones on Christams Eve. This is truely impressive in an ISP. They claim everything is fine now and that the domain name ought to repropagate over the next couple hours. If so, then there will be a posting today.

What soldiers have in common with lawyers

Hi folks. I’ve been off-line a bit fighting with my landlord and trying to get my new apartment straightened out. I’ve moved as of the first of December. My new Internet connection is up and running, but my workstation hasn’t been able to talk to my monitor since the move. I have to bring it in to work to get it fixed, and until then, I have limited ‘Net access. There’s a post coming one of these days on the joys of IKEA when you’re an expat.

A lot’s been going on while I’ve been offline. Chirac and Raffarin have started acting like idiots over how kids dress at school. The EU constitution looks like a casualty of rapid expansion. Jean Chrétien calls it quits – the last of the Pearson-era Liberals still in the Liberal party – and turns the reins of power over to borderline conservative Liberal Paul Martin. And, Saddam Hussein is now in American hands, which will make excuses for failing to find WMD or links to Al Qaeda just that much thinner.

Speaking of Iraq, I wanted to draw your attention to yesterday’s New York Review of Books. Especially to a piece entitled Delusions in Baghdad. If Marshall McLuhan were alive today, he could stand fully vindicated before his critics.

Very young men in tan camouflage fatigues, armed, red-faced, flustered; facing them, the men and women of the world press, Baghdad division, assembled in their hundreds in less than a quarter of an hour [...] as Lieutenant Colonel George Krivo put it bitterly, to “make the story. Here, media is the total message: I now have an understanding of McLuhan you wouldn’t believe. Kill twenty people here? In front of that lens it’s killing twenty thousand.”

When the US Army starts appreciating someone like McLuhan, you know the world has changed.

Sometimes, the bad get their comeuppance

Conrad Black – quite possibly the worst newspaper owner in the history of Canada – has agreed to resign from his chairmanship at Hollinger International, essentially ending his career as a political figure and opinion-maker. Hollinger, the owner of the Daily Telegraph, the Chicago Sun-Times and the Jerusalem Post, used to own a number of Canadian newspapers, including the fishwrap known as the National Post.

As an unending source of American right-wing propaganda abroad, Black had a reputation as a blowhard who was largely out of step with the actual residents of the places he published newspaper. Mark Shainblum, author of the Canadian political comic Angloman, one portrayed him as one of the triumvirate ruling Torontorg, a parody of the Star Trek aliens the “Borg”, along with his wife Barbara “feminism is totalitarianism” Amiel. “Resistance is futile, you will be assimilated.”

Conrad Black, a British-Canadian dual citizen prevented temporarily from receiving royal honours by his nemisis Jean Chrétien, has been forced to resign because of his involvement in US$32 of “informal” executive pay outside of the knowledge of Hollingers’ audit committee.

He is survived by his creation, the Hollinger Group. Hollinger, once owner of much of Canada’s print media, suffered a debilitating crisis in 2001 which saw the loss of Black’s personal project – Canada’s National Post and the bulk of the newspaper group’s assets. Hollinger stock is up 18% on news of his departure.
