Bleg: the new EU Services Directive?

by Douglas Muir

Blegging for information here.
Apparently we’ve passed a Services Directive. Remember the Bolkestein Directive that everyone was excited about? Well, same same, except not. The new version, I’m told, is a much-watered-down version of Bolkestein.
Only thing is, casual googling doesn’t turn up much. Am I badly confused? Or is this just [...]

Minorities and integration

Photographs on the fence

by Douglas Muir

If you’re ever in Pristina, capital of Kosovo, you’ll want to swing by the Government building.
(It’s called the Government building because, well, that’s where the government is. The Parliament, the Prime Minister, the President, and half a dozen or so government agencies are all squashed into one huge building downtown. It’s sort of [...]

Montenegro: Over and Out

by Douglas Muir

It looks like Europe has a new country.
As of 6:00 am this morning, with over 99% of the ballots counted, it appears that the “out” votes have just barely won in Montenegro. Secession from Serbia required a 55% supermajority; the unofficial, not-quite-final count has 55.2% of the voters approving.
Now, in a jurisdiction the size [...]

Montenegro: Ramming Speed

by Douglas Muir

So Montenegro votes this weekend on secession from Serbia. (Or, to be precise, secession from the dysfunctional and largely notional Federal Union of Serbia and Montenegro.)
Dedicated readers may recall that this vote was the subject of AFOE’s first intra-blog debate a few weeks back. My post on Montenegrin independence can be found here; [...]

Montenegro III: Am Not, Are So

by Douglas Muir

Continuing AFOE’s first point-counterpoint debate between two posters, here’s my final post on Montenegrin independence.

I’ll discuss a few specific points that BG made, then say why I still [...]

Transition and accession

Montenegro: Jump higher

by Douglas Muir

So, Montenegro.
Little mountainous state on the Adriatic. Six hundred thousand people, mostly Montenegrins, a few Albanians and whatnot. Was an independent country until 1919, when it got swept up into Yugoslavia. Now it’s part of the “Federal Union of Serbia and Montenegro”, which consists of (1) Serbia, and (2) Montenegro.
And [...]

Minorities and integration

Kosovo, Kosovo, Kosovo…

by Douglas Muir

Just ran across this article at Radio Free Europe. Short version: Russia has decided that independence for Kosovo is probably inevitable, and has decided to milk it for maximum benefit to Russia. Putin’s saying, fine, independence for Kosovo — but then apply “universal principles”, and give independence to the Russian-supported breakaway republics of [...]

Life

Sure is Cold

by Douglas Muir

Eastern Europe is currently enjoying its coldest weather since 1979. Temperatures in Moscow have been below minus 20 C (that’s minus 5 Fahrenheit for our American readers) for a week straight now, with regular visits to minus 30 (minus 22 Fahrenheit). In Bucharest, where we live, it’s currently minus 9 Celsius; that will [...]

Culture Bleg: European Webcomics

by Douglas Muir

I came to the webcomic thing late. But living in Bucharest, I can’t easily get US newspapers. So there was a niche waiting to be filled: the three or four minutes I used to spend every morning, flipping through the Washington Post’s excellent comics pages, chuckling over Boondocks or Doonesbury.
These days [...]
