		<description>People here believe that the Austrians were persuaded by the notion of "absorption capacity" in the text and that the spirit of a priviledged partnership is present, which they take to mean the Austrians got what they wanted. Though the government and Olli say that the concept originates from the Copenhagen criteria. Also, there was some panic regarding one of the articles and whether it binds Turkey to forfeiting its right to veto Cyprus when it attempts to join Nato.</description>
