I suspect that that pressure from big clubs might have the effect of undermining the motivation of star players, especially those representing countries whose leagues contain the major club sides. To the best of my knowledge the Dutch have never won a shootout - some have suggested that this is a remnant of the Cruyff era and the ethos that if you can't win playing good football, there's no point in winning at all.
