		<description>What it means is that one of the few people with the stature to argue with Bush is gone.  While the people who were wrong stay in.  This cabinet shuffle has some very clear characteristics - loyalty towards and dependency on Bush has been rewarded (Rice, Gonzales); being right (or rather, in this administration, not batsh*t crazy) is being punished (Powell, the CIA, and previously O&#039;Neil and that econ guy who said that the war might cost $1 billion US).

Bush has been a bad president.  He has been politically vindicated, and rewarded with more power, *because* of this.  Take away 9/11 and he&#039;d be a one-termer.  If he hadn&#039;t started the Iraq war, he&#039;d probably also be a one-termer.

When somebody has been rewarded with a lot of power for being corrupt and evil, why would anybody expect them to reform?
