Maybe Serbia could get the Flemish entity while sending Kosovo to Italy along with two future draft picks and a city-state to be named later (Liechtenstein is widely thought to be interested). Italy would then put Sicily on the free agent market, testing the waters for a resurgent chain of Norman kingdoms (Essex, Sussex and Wessex expressing interest). For the option on Sicily, France gives up the out-years of its contract for Catalonia, but gives additional suburbs to Brussels and Wallonia. At any rate, Belgium gets relegated.</description>

I think not.  Kosovo has been de facto independent for eight years now; RS has been part of Bosnia (even if the Bosnian Serbs don't like it much).

Why not? I think we can get back RS for Kosovo. EU has not a single idea (oh yes..Hong Kong Neutral..) so at least it should be the last solution.</description>
