Otherwise, very clear presentation, although I actually disagree with the conclusions regarding the EU foreign policy, but nevermind. Thanks.</description>

		<description>The idea of a framework for the "European near-abroad" is a good one since the EU cannot accept all the countries that meet the Copenhagen criteria (otherwise, why not New Zealand or Costa-Rica ?) but Sarkozy's (or rather his Euroscptic counselor Henris Guaino's) idea of trying to bypas the Commission really sucked. Fortunately, Merckel was there to scuppeer the original project</description>
