		<description>We may remember one of Sarkozy&#039;s leading policy proposals was to give a huge tax break to residential mortgages (as a rather obvious clientele giveaway). This failed in the courts. I wouldn&#039;t be at all surprised if he was to see an upturn as an opportunity to engineer a mortgage-equity withdrawal binge before the elections.</description>
