These are uniquely interesting cases:  rapidly aging (Estonia&#039;s median age is already 38 for instance), poor and with weak export industries.  

If growth depends on exports but exports can only grow slowly, does this imply a cycle of economic decline from which it is impossible to break out (barring mass immigration - politically unacceptable - to bring down the median age)?</description>
