'Cryptonomicon' was originally planned to be a three-strand, not two-strand novel - Bobby and Lawrence in WW2; Amy and Randy in the 1990s; and a strand in the future - but the third strand got dropped. And the book is about, basically, the first wobbles in the System of the World that Caroline is talking about. So this passage is a bit of foreshadowing of the next book in the series, which will either be about the collapse (and thus set in the near future, possibly with some of the Amy/Randy/Avi characters) or the post-collapse world.
