		<description>I think this is exactly what Haas had in mind with the notion of neo-functionalism in International Relations (the same as Monnet &amp; Schuman whilst creating the ECSC). If you look at the development of the EU as a model of Unasur and the African Union this is highly visible, but if you look at the regional cooperation in the neighborhood policy and previous eastern policies(GUAM, CEFTA, Vilnius group, Visegrad group, Euromed,5+5 dialog, etc.), growing secondary factors in the EU relation with ACP countries (not least of which is immigration), and growing inter-regional relations (Unasur, UA, ASEAN, ASEAN+3); than yes the rhizome factor becomes &quot;self-evident&quot; as some founding fathers put it down somewhere... :-)

In the meantime, the Borg metaphor will do, resistance is futile, lol.
