I don't know where the data comes from, but using another dataset, even with total fertility, you get the following:
http://www.gapminder.org/world/?PHPSESSID=ih47elp2hvvbp8m5sgj3o8uo04#$majorMode=chart$is;shi=t;ly=2003;lb=f;il=t;fs=11;al=30;stl=t;st=t;nsl=t;se=t$wst;tts=C$ts;sp=5.59290322580644;ti=2007$zpv;v=0$inc_x;mmid=XCOORDS;iid=tyadrylIpQ1K_iHP407374Q;by=ind$inc_y;mmid=YCOORDS;iid=phAwcNAVuyj0TAlJeCEzcGQ;by=ind$inc_s;uniValue=8.21;iid=phAwcNAVuyj0XOoBL_n5tAQ;by=universal$inc_c;uniValue=255;gid=CATID0;by=grp$map_x;scale=lin;dataMin=0.2392;dataMax=0.9711$map_y;scale=lin;dataMin=0.855;dataMax=8.7$cd;bd=0$inds=

J-curve? Yes, perhaps, if you remove all the outliers... Terrible research.

I'm second to the "Central European"'s opinion.
I think the increased fertility should suggest that the country just splits to 2 separate societies - one extremely rich and another - rather poor. So it is important to measure not only HDI but also the distance between mean and median in that society as well as a distance between first 20 and last 20 percentiles.
As an Israeli I can say that we have at least 2 societies here.

There is no change in European fertility rates at all. The Muslim and other third worlds families (migrants or citizens) are having more babies than Europeans. The share of non-Europeans is steadily growing.

The North (Finland, Iceland, Norway) is somewhat exceptional just like Ireland.
